Are you sure you need to talk to FCC? If you are in Germany you need a German ham radio license then coordinate via IARU: http://www.iaru.org/satellite/sat-freq-coord.htmlnThe purpose of the coordination is to avoid satellites disturbing each other by transmitting on the same frequency, which given the number of cubesats, limited spectrum and Doppler shift is not unlikely at all.
